Introduction and Background: The Catholic Centre for Justice, Development and Peace (CCJDP), inspired by the Gospel and the Social Teaching of the Church, and taking advantage of the pluralist dispensation brought about by the re-introduction of multi-party politics in 1991, has been operating a Parliamentary Liaison Programme (PLP) in Zambia since 2001.
The Zambian Government has embarked on a parliamentary reform process. One important issue in the reform process is the quality of interaction between Parliament and the people. This interaction or connectivity enables Parliament to be accepted as legitimate, accountable and transparent by its constituents.
In this connection, Parliament, in partnership with PACT Zambia, established fixed constituency offices in seven constituencies in Zambia on a pilot basis . The CCJDP, through the PLP decided, as part of its on going mandate, to carryout a research so as to assess the impact of the pilot Parliamentary Constituency Offices in four selected constituencies having fixed offices. This is the report of the findings of the research project.
